Call for Expressions of Interest for Rwanda Early Childhood Care and Education Programme

Update: We are pleased to invite you to the pre-bidding conference for the call for expression of interest (EOI) for ECCE Rwanda outcomes fund. This conference is an opportunity for organizations interested in the program to meet directly with the EOF teams and get answers to all their questions about the EOI. 

 

We invite you to join us online at our conference on Wednesday, February 7th, between 1pm and 3pm (UK time). To participate, please register in advance via this form. Once registered, you will receive a Microsoft Teams link to the event. We invite all participants to send in their questions to the procurement inbox, at procurement@edufundmea.org. These questions will be discussed during the event. Overview of the Programme 

The Education Outcomes Fund (EOF), in collaboration with the Ministry of Education (MINEDUC) of Rwanda, will launch a programme with the objective of improving child development and school readiness outcomes for approximately 56,000 children aged 3 – 6. To do so, the programme will uplift the quality of existing community based ECD centres and foster an environment conducive to early learning, setting the stage for continued educational attainment as these children progress through the education system. 

The programme will use an innovative financing model called Outcome Based Finance (OBF) where payments are made to selected grantees upon the achievement of pre-defined results (often referred as payment metrics).  

Under this model, pre-defined results are verified by an independent third-party evaluator and based on reports delivered by this independent evaluator, payments are triggered to grantees only when results are achieved. 

The programme's outcomes encompass multiple dimensions of ECCE. The selected grantees will play a crucial role in: 


  • Enhancing the quality of settings and practices, through inclusive, and child-centred approaches aligned with the national standards. 

 

  • Improving children's holistic development outcomes

 

Moreover, this programme aims to create incentives to grantees to develop adequate and sustainable support strategies for the inclusion of children with developmental delays or disabilities (including improving access and developing caregivers’ and parents’ capacities).  

The programme's duration of four years allows for long-term community engagement and meaningful impact. EOF plans to launch the programme in Q4 2024 once all contracts with selected grantees are being signed.  

 

Purpose of this Expression of Interest 

EOF is looking to receive Expression of Interest (EOI) from implementers, consortia, and/or investors interested in this programme. The applicants for the programme will be selected through a two-stage procurement process.  

The Expression of Interest stage is the first round of this process, and the purpose is to select a first set of applicants that will be shortlisted after a first assessment. This assessment will focus on the suitability of proposals for the implementation of the programme based on applicants track record in this space and a preliminary intervention approach. Organisations shortlisted in the EOI stage will be eligible to bid in the second stage, the Request for Proposals (RFP). 

The EOI Materials provided in the documents below provide all the necessary information to prepare and submit applications.  


Key Deadlines 

  • EOI launch: January 22nd , 2024.   

  • Deadline for bidders to submit questions in written on ToR: February 2nd , 2024.  

  • Pre-bidding conference to clarify questions: February 7th, 2024.  

  • Public summary of conference & any amendments to the ToR: February 9th, 2024.  

  • Deadline for submission of proposals: February 19th, 2024.  

  • Notification of decision to applicants: EOF is expected to take approximately 2-3 weeks to assess proposals and notify final decisions to applicants.

The deadline for submission of proposals is February 19th, 2024.  

 

All proposals should be submitted before this deadline to procurement@edufundmea.org, clearly labelled “Rwanda Early Childhood Care and Education Outcomes Fund - Expression of Interest (EOI)”. 

Applicants should ensure that the attachments do not exceed 25MB per email. If necessary, proposals can be sent in more than one email, each clearly labelled in the subject line.
